In NSW, a lot owner can install hard flooring in their lot if they have the approval of the owners corporation by way of ordinary resolution at a general meeting. Some owners corporations have delegated that approval function to the strata committee. Section 110 of the Strata Schemes Management Act provides that the owners corporation can impose “reasonable conditions” on an approval.
