Our Strata Committee has been told by the Strata Manager that a waterproofing of a bathroom in a major renovation is not required to comply with the D&BPAct as it is an Exempt Development. Is this correct?

Hello Peter, yes, this is correct. However, there are many issues that could knock it out of exempt, for example:
Exempt development
Subdivision 26 Minor building alterations (internal)
(1) The standards specified for that development are that the development must—
(b) not include a change to the configuration of a room, whether by removal of an existing wall, partition or other means, and
